Outreach
Reach members where they already read — on WhatsApp, paced and properly consented.
Outreach sends WhatsApp campaigns from approved templates, on a schedule you set, and brings the replies into one shared inbox. Keyword automations answer the common questions; analytics show who clicked.

What you're doing today
The paper register, the spreadsheet nobody quite trusts, the phone calls asking a question the record could have answered.
A notice forwarded group by group
The same message copied into a dozen WhatsApp groups, with no way to tell who actually saw it.
Replies landing in a personal phone
Whoever's number sent the broadcast is now fielding every reply alone, at any hour.
No record of who was told what
Six months later, there's no way to check whether a member was actually notified.

From forwarding a message group by group to a campaign that sends, paces and reports on itself.
How it works
From your existing register to a record your team and your community can both rely on.
Connect your own WhatsApp Business account
Campaigns send from your organisation's own number, not a shared one — or through JomCARE Messaging if you'd rather not manage one directly.
Build and get a template approved
Message templates go through WhatsApp Business approval before they're used in a campaign.
Choose an audience and send
Send now, later, or on a recurring cycle, to a segment built from your contacts or automatically from a module's own list.
Reply from one shared inbox
Every reply lands in a conversation any staff member can pick up, with the history attached.
What it does
A closer look at the capabilities behind the register — grouped by what they're for.
Campaigns
Approved templates, targeted audiences
Send to a list you build, or automatically to a segment — every member overdue on dues, say.
Scheduled, recurring or retargeted
A campaign can repeat on a cycle, or reach the same audience again with a follow-up.
Paced and ramped sending
A new account's daily limit ramps up over time, and sending pauses automatically — with a reason noted — if delivery starts failing.
Conversations
One shared, two-way inbox
Any staff member can pick up a reply, assign it, or leave an internal note.
Canned replies
For the questions that come up every week, so an answer doesn't get retyped each time.
Labels and status on every conversation
A busy inbox stays organised as the team, and the message volume, grows.
Automation and analytics
Keyword automations
Answer routine questions — opening hours, an event's date — without a staff member typing the same reply twice.
Link-click analytics
See what people opened, alongside delivery, failure and cost figures for every campaign.
Automatic retries
A failed message is retried up to three times before it's set aside for a staff member to check.
Where it lands
Your members' WhatsApp
There is no site to visit — messages arrive in the chat your members already open every day. Sending is paced and retried automatically, and consent is kept on every contact.
- Paced sending
- Automatic retries
- Consent on every contact
- Replies in one inbox
The Hungry Ghost Festival puja is on 5 Aug, 8pm. Light-up registration closes 1 Aug.
Your own WhatsApp number, your own identity
There's no site to host — Outreach sends from your organisation's own WhatsApp Business number and display name, so members see you, not a shared or generic sender.
- Messages arrive from a number and a name your members already recognise
- No domain, hosting or certificate involved — WhatsApp is the address
Connects with
- JomCARE Messaging — Send through JomCARE Messaging instead of managing a WhatsApp Business account of your own — notices still carry your organisation's name.
Behind the scenes for your team
The day-to-day workflows a register alone doesn't cover.
Assigning a conversation
A reply lands in the shared inbox and gets assigned to whoever on staff should answer it.
Reviewing a failed send
Failures are broken down by reason, so a bounced number is never confused with a template that needs re-approval.
Sending through JomCARE Messaging
Organisations that don't want to manage a WhatsApp Business account directly can send through JomCARE Messaging instead.
Reports and getting your data out
What a committee meeting or an accountant asks for, without a spreadsheet in between.
Analytics per campaign and per template
Delivery, failure, link clicks and cost are all broken down, without exporting anything first.
CSV export of analytics
Pull the numbers into your own report when a committee meeting calls for it.
Account health at a glance
See the effective daily sending cap during a new account's warm-up period, so a campaign is sized to what the account can actually send that day.
Built to be trusted with the records that matter
The same protections that run under every module in BizCARE CRM, applied here.
PDPA consent on record
Consent is captured at the moment someone applies or registers, and the answer stays on that record — a contact's phone number and message history is shown only where a staff member's role allows it.
Roles & field permissions
Roles decide which modules and records a person reaches; field permissions go further — who sees a contact's phone number and message history and who does not is a setting your organisation controls.
Audit trail
Who changed what, and when, is kept on the record itself, ready for a committee meeting or an audit to review.
English & Chinese
Staff switch the interface language at any time, and most public pages read in both; Chinese names are kept exactly as entered, with no romanisation.
Who it's for
Temples
Festival dates, light-up reminders and blessing campaigns, sent to those who asked.
Associations
Meeting notices and renewals that do not get lost in a group chat.
Charities
Updates to donors and volunteers, with replies answered by the team.
Questions about this module
More module-specific answers sit in the full FAQ below.
Do we need our own WhatsApp Business account?
Yes, or you can send through JomCARE Messaging if you'd rather not manage one directly — either way, notices go out from a number your members recognise as yours.
What happens if a message fails to send?
It's retried automatically, up to three times, before being set aside with a reason so staff can follow up.
Can we target just the members who are overdue on dues?
Yes — an audience can be built automatically from a module's own list, such as every member with an overdue status, not only a manually chosen contact list.
Is there a limit on how many messages we can send at once?
Sending is paced automatically, and a new account ramps up its daily limit over time rather than sending everything at once.
Can more than one staff member answer messages?
Yes — replies land in one shared inbox, and any staff member can pick up, assign or leave a note on a conversation.
